Can a Caucasian person use hair dye designed for African Americans?

I am of romanian/polish descent and I have very course hair. I like to keep a cherry red color in my hair but the colors available for caucasion women dont come in permanent vibrant colors. I also seem to lose the color after only a few washes. My question is can i use some of the hair dyes meant for women of color or will it damage my hair in some way? I want color that stays!

Totally. It's actually better for your hair. My "mom" is black, and made me use it the first times I dyed my hair, and my hair came out silkier than when I started. They're specially formulated for dry, damaged hair, as most African Americans relax their hair, so it will condition your hair and not damage it as much. Go for it.

you shouldnt use it... if it was ok for you to use it wouldnt be for African American women...

It shouldn't be a problem, as long as you are OK with really vibrant color.

There's not much difference in the actual dye- the color is just more vibrant for thicker hair. Mainly the marketing is the only difference (black woman on box for some reason = black women buying product, at least in the minds of marketers).
